Biome

One Rust binary that does both formatting and most linting rules. 20x faster than ESLint+Prettier on cold runs. Config is a single biome.json. Rule coverage is still catching up — some ESLint plugins (particularly import-sort, react-specific lints) are missing. For a new project this is the right call. For an established project migration is non-trivial.
